The free card stays active as long as you use it: at least four times a month at partner venues. Below that it deactivates, and accumulated points and benefits are lost. It isn't a punishment: a network of inspectors who never walk into the shops is worth nothing — not to you, not to the shopkeepers.
That's why a TPCard discount actually holds: the venue doesn't know who's walking in.

Yes, and it's stated here before you sign up: the free card requires at least four uses a month at partner venues. Drop below that and it deactivates, and you lose your accumulated points. That's the deal: you get the card without paying for it, we get someone who actually walks into the shops and tells us how they behave.
